Federal and State Role


The federal Adult Education and Family Literacy Act provides the framework for the establishment of the Adult Basic Education (ABE) program. In addition to federal legislation, the West Virginia State Legislature supports ABE Programs. Both federal and state ABE funds are administered in accordance with an approved five-year state plan through the West Virginia Department of Education, Division of Technical and Adult Education Services. Funding is distributed to local programs through an annual competitive grant process.
State ABE staff provide technical assistance to local programs in the areas of program administration, teacher training, student recruitment and retention, delivery systems, curriculum, special learning needs, technology, GED testing, evaluation and monitoring, special populations, and other associated issues.
